VIncA is the administrative procedure, of a preventive nature, to which it is necessary to subject any intervention, plan or project that may have significant impacts on a site or proposed site of the Natura 2000 network, individually or jointly with other plans and projects and taking into account the objectives conservation of the site itself.
Over the years, the management body received requests in paper format or, more recently, via email. The need arose to simplify and speed up the flow of documentation administration and communication between the proponents and the Institution.
It was decided, in agreement with the management body, to develop a web application with federated access with the national digital identity system; essentially, users log in with SPID or CIE.
In this way, user identification is guaranteed by the SPID/CIE system and there is no need for the institution's staff to verify and enable users through alternative channels.
Since the environmental impact assessment is a very delicate topic, the effects of which can compromise delicate naturalistic balances and cause irreparable damage, the web app is structured so as not to allow omissions, omissions or errors. There are many steps, with dynamic and complex forms to fill in, and formal and semantic consistency checks are required for each one.
Parks Authority operators also access the web app, but through a specific user, not with their digital identity.
From the backoffice area they have the opportunity to evaluate the requests presented, manage the registration and verification flow, communicate the decisions to the editors who submitted the procedures and express opinions, positive or negative.
